Reform of Organization

Japan Nuclear Fuel Limited

 JNFL announced a plan to reform its organization as of January 1, 2003, as described in a paper attached hereto.

1. Description of reform
 To clarify responsibility and authority and speed up decision making with the centralization of head office functions in Rokkasho-mura village as a momentum, JNFL will consolidate the divisions engaged in the same activities. At the same time, JNFL will establish a system in preparation for full-scale test operation of the reprocessing facility.

[Outline]
(1) Consolidation of business operations
- As the consolidation of the business operations in Rokkasho-mura village and that in Aomori Prefecture, JNFL plans to consolidate the general affairs divisions commonly set up in business departments into the General Administration Office.
- As the consolidation of business operations in the existing business divisions, the radiation control and quality assurance activities of the Enrichment Business Division and that of the Radioactive Waste Disposal Business Division will be consolidated into the Safety Management Department to be newly formed.

(2) System Creation in Reprocessing Business Division
- In preparation for full-scale test operation of the reprocessing facility, JNFL will form the Safety Audit Department that will be in charge of technology review, etc. At the same time, the Engineering Department and Technical Support Department of the Plant Construction & Operation Office will be reorganized into divisions to clarify their responsibility.


(3) Formation of Aomori Headquarters
- After head office functions are moved to Rokkasho-mura village, JNFL will create the Aomori Headquarters as a beachhead to cope with external affairs.

2. Date of reform
 Scheduled on January 1, 2003.
