Acceptance of the Request to Become the Main Operator of
the MOX Fuel Processing Plant

On November 10, 2000, we at Japan Nuclear Fuel Limited (JNFL) reported the results of the surveys and studies we had conducted on MOX fuel processing operations to the Federation of Electric Power Companies (FEPC). On the same day, we received a request from FEPC to become the main implementing entity of the said operations.

After studying the request, it was our judgment that, given the fact that MOX fuel processing technology is already firmly established, we were in a position to apply the knowledge and experience we possess concerning fuel cycle operations to competently perform the duties requested. This notice is to inform you that on November 17, a JNFL board meeting was held at which it was decided to comply the above-mentioned request.

We will now conduct detailed operational studies concerning the basic design of the proposed MOX fuel processing plant as well as other pertinent matters in preparation for submitting new siting proposals to the authorities of Aomori prefecture and Rokkasho village.

We also wish to notify you that, to implement operations in this field, we plan to establish a new division, the Fuel Manufacturing Division, on December 1, 2000.
